Critical Infrastructure Manager

On behalf of a national non-profit organization that serves as the official homeland security and safety entity for a faith-based community, this position will be responsible for designing, developing and overseeing a critical infrastructure and key resources program. Specifically, the Critical Infrastructure Manager is responsible for assessing the threats, hazards and risks against physical structures, and related preventative, protection, preparedness and mitigation as well as response and recovery measures, to include the research and development of best practice policies, procedures, standards and specifications. Conducts extensive threat, hazard, and risk assessments as well as protective surveys of facilities and structures, both internal and external. Reviews for selection, and recommends for use, physical and technology systems as well as solutions, as they apply in an emergency management, homeland security and crisis/incident management as well as communications context.


  • Conducts extensive threat, hazard, and risk assessments as well as protective surveys of facilities and structures, both internal and external
  • Develops best practice policies, procedures, standards and specifications related to the protection and security of various facilities and structures
  • Determines position and structure of facility hardening assets
  • Determines active and passive technologies for denial of unauthorized entry to protected facilities, as well as identification procedures for authorized entry
  • Maintains knowledge of state of the art electronic technology systems for access control and surveillance techniques, both overt and covert
  • Maintains knowledge of state of the art homeland security, counter-terrorism and counter-crime techniques for the physical security of facilities, assets, vehicles and protected persons
  • Reviews for selection, and recommends for use, technology systems associated with emergency management, homeland security, crime and loss prevention
  • Assist in the training for use of recommended emergency management physical and technology systems
  • Maintain knowledge of state of the art processes related to facility protective security surveys and risk analysis
  • Maintain knowledge of state of the art cyber security techniques
  • Assists with examination of critical infrastructure, and in the creation of recommendations to protect and secure such infrastructure


Graduation from an accredited college or university with Bachelor’s degree, supplemented with three (3) years full time work experience in Intelligence, Emergency Management, Fire Service or Law Enforcement at the local, state or federal level. Minimum of three (3) years management or supervisory experience in operating dispatch or command centers. Successful completion of the standard Incident Command System (ICS) coursework and the standard National Incident Management System (NIMS) coursework is required within six months of hire.

  • Thorough knowledge of physical, technological, and other systems for physical and infrastructure security
  • Thorough knowledge of Information Technology, to include law enforcement, homeland security, fire service and/or emergency management command, control, dispatch and communication platforms and associated data systems
  • Knowledge of Structural Engineering Concepts
  • Proficiency in physical and technology technical standards and best practices
  • Thorough knowledge of the National Incident Management System course work
  • Skill in technical threat, hazard and risk assessment techniques and protective advance techniques
  • Extensive knowledge of concepts, threats and countermeasures regarding explosives, improvised explosive devices (IEDs) and vehicle borne improvised explosive devices
  • Ability to successfully complete credentialing process to receive SECRET intelligence and information pursuant to the United States Department of Homeland Security guidelines 
  • Ability to supervise command center personnel
  • Ability to train personnel in the use of recommended technology systems
  • Ability to receive and process sensitive intelligence and information
  • Ability to share and communicate ideas clearly, both orally and in writing, to multiple audiences in clear, concise language


  • Skill in technical/criminal investigations with federal, state or large city/county law enforcement agencies
  • Accreditation as a Certified Protection Professional and/or Physical Security Professional
  • Skill in video and audio countermeasures techniques
