John Piser III has served the Secure Community Network (SCN) as Regional Director for Region III since 2022. In this role, he is responsible for the direct oversight, development, and implementation of SCN’s Regional Security Advisor and Community Security Director programs for FEMA Region III. He conducts outreach, engagement, and the delivery of security consultation, threat and vulnerability assessments, training, and incident response for Jewish communities and organizations that lack direct access to community-based security professionals. John also serves as a liaison with federal, state, and local law enforcement partners across the Mid-Atlantic region.

Before joining SCN, John served as a special agent in the Federal Bureau of Investigation (FBI) for 20 years. His first assignment was in the Las Vegas Division, where he planned and conducted national and international investigations into kidnapping, bank robbery, violent crime, counterterrorism, and counterintelligence. He was also a member of the special weapons and tactics (SWAT) team. John joined the Hostage Rescue Team (HRT) in 2005, and deployed on many domestic and overseas high-risk criminal and counterterrorism operations involving hostage rescue, arrest warrants, search warrants, fugitive searches, foreign transfer of custody, specialized surveillance and interdiction, maritime operational threat response, aircraft operational threat response, protective detail operations, force protection operations, and stronghold assault.

John conducted overseas deployments to Iraq and Afghanistan as part of a Special Operations Task Force embedded with U.S. Army and Navy special mission units. He also completed temporary overseas duty assignments in Iraq, Afghanistan, Pakistan and North Africa.

In 2010, John was promoted to Supervisory Special Agent and served in the national training coordinator position responsible for recruitment, selection, and training of all new HRT tactical operators. In 2018, he was promoted to Tactical Unit Chief where he was responsible for all technical, logistical, and communications support for the FBI’s national tactical program, including HRT and all FBI SWAT Teams.

Prior to joining the FBI, John was a Delaware State Trooper for nine years, where he served in positions including uniform patrol, criminal detective, training instructor, and tactical team leader. He previously served for five years as a U.S. Army Infantry Officer in the positions of Rifle Platoon Leader and Scout Platoon Leader. John earned a bachelor’s degree in political science from the University of Delaware and a master’s degree in national security strategy from the National War College at the National Defense University.
