Patrick Daly
Principal Deputy Director
Patrick Daly serves as Principal Deputy Director for the Secure Community Network (SCN). In this role, he is a senior advisor to the National Director and oversees and directs key strategic initiatives and operational components of the organization, including Intelligence Operations, Planning & Preparedness,
Field Operations, and Strategic Program Development. He also serves as principal staff liaison for implementation of the $62 million LiveSecure partnership between SCN and Jewish Federations of North America.
Pat joined SCN in 2004 as an intelligence analyst and founding staff member tasked with the design, development, and implementation of intelligence processes, products, and law enforcement liaison and relationship development for the new organization. He has traveled to hundreds of communities
throughout the U.S. and Europe to conduct security assessments, training and exercise programs, and security briefings as part of SCN’s joint outreach programs with the U.S. Department of Homeland Security. Pat has also served as an advisor and task force member for DHS’ Faith-Based Homeland Security initiatives and other subcommittees.
Pat contributes in-depth knowledge of intelligence and security policy, research and analysis, international terrorism, and violent extremism. He is the author or co-author of several papers that have guided program development and policy formation for high-level government and private sector homeland security initiatives, including the DHS Homeland Security Advisory Council.
Prior to joining SCN, Pat served as a law clerk with the Philadelphia District Attorney’s Office, where he worked with assistant district attorneys in the Felony Waiver Unit as part of a team that prosecuted felony crimes. He earned a bachelor’s degree in criminal justice and master’s degree in criminal justice with a concentration in law enforcement intelligence and crime analysis, both from Saint Joseph’s University in Philadelphia.
