Robert Graves
Deputy Director, Strategic Operational Development
Robert Graves serves as the Deputy Director of Strategic Operational Development for the Secure Community Network (SCN). Graves joined SCN in 2019 as Regional Security Advisor for the National Capital Region. In this role, Graves is responsible for the development and evaluation of SCN Regional Security Advisor (RSA) and Community Security Director (CSD) programs across North America.
Graves came to SCN with 35 years of experience in security and counterintelligence matters within the U.S. military, law enforcement, and intelligence communities. From 2017 to 2019, he was a program manager at The MITRE Corporation and principal advisor for counterintelligence, law enforcement, and cybersecurity for U.S. government clients.
Graves served for 22 years with the Federal Bureau of Investigation (FBI), assigned to the Atlanta Division, Houston Division, and FBI Headquarters, and specializing in counterintelligence, counterproliferation, counterterrorism, and undercover operations. He was a member of the Behavioral Analysis Program team, developing investigative and interrogation strategies and conducting risk of violence assessments in support of national security investigations.
Graves retired from the FBI in 2017 as a Supervisory Special Agent. He has published articles in peer-reviewed and professional journals, including on behavioral assessment of insider threats, cybersecurity planning, and house of worship security. Graves served as a military intelligence officer in the U.S. Army in Germany, Italy, and Fort Bragg, N.C., and is a veteran of Operation Desert Shield and Operation Desert Storm.
Graves graduated from Middle Tennessee State University with a bachelor’s degree in political science and holds graduate certificates from University of Virginia and Georgetown University.
