Thomas Baugher
Community Security Director, Sarasota
Thomas (Tom) Baugher joined the Secure Community Network (SCN) in February 2022 as the Community Security Director for the Jewish Federation of Sarasota-Manatee. In this role, he administers a security program that provides consultations, building, and organizational assessments, training, drills, and threat mitigation to Jewish organizations, including schools, daycare centers, synagogues, camps, assisted living facilities, and other Jewish facilities.
Before joining SCN, Tom served as an agent with the Federal Bureau of Investigation (FBI) for 24 years and held various supervisory positions, including SWAT Senior Team Leader, Joint Terrorism Task Force supervisor, financial crime and intellectual property rights program coordinator, and liaison officer to the Department of Homeland Security headquarters. He retired as a supervisory senior resident agent for Sarasota, Manatee, DeSoto, and Hardee counties in Florida. Tom is a certified instructor in firearms, defensive tactics, active shooter response for police officers, tactical medicine, and federal civil rights.
Tom holds a bachelor’s degree from Johns Hopkins University, a juris doctor degree from the University of Pennsylvania Carey Law School, and a master’s degree in business administration from the University of Massachusetts at Amherst. He served as a commissioned officer in the U.S. Army Reserve and has been admitted to practice law in Florida, New Jersey, and Pennsylvania. Tom is a Certified Fraud Examiner (CFE), Certified Anti- Money Laundering Specialist (CAMS), and Emergency Medical Technician (EMT). He has been published in Fraud Magazine , the International Journal of Intelligence and Counterintelligence , and Arson Investigation and has taught as an adjunct professor of cybercrime and business law at the University of South Florida.
