Tim Brooks
Regional Security Advisor, Lehigh Valley, Harrisburg, and Northeastern Pennsylvania
Timothy (Tim) Brooks joined the Secure Community Network (SCN) in August of 2023 as the Regional Security Advisor for the Jewish Federation of the Lehigh Valley and Jewish Federation of Greater Harrisburg. The area was expanded in May of 2024 to include the Jewish Federation of Northeastern Pennsylvania (Scranton). In this role, Tim administers a security program that provides consultations, building and organizational assessments, training and drills, and threat mitigation to Jewish organizations, including schools, daycare centers, synagogues, camps, assisted living facilities and other Jewish entities.
Tim served as a police officer with the City of Bethlehem Police Department from 1994 to 2014. He worked a variety of programs, including Patrol, Community Policing in various neighborhoods on a police mountain bike and assisted in the creation of the Mounted Unit, partnered with police horse Raven. Tim has extensive training in security and crime prevention through environmental design.
Upon retirement, Tim became the Downtown Bethlehem Association Manager, a council of the Greater Lehigh Valley Chamber of Commerce.
Tim served in the U. S. Army and Pennsylvania National Guard from 1987 to 2023, retiring at the rank of Colonel as the Chief of the Joint Staff. He holds a bachelor’s degree in sociology with an emphasis in criminal justice from Bloomsburg University and a master’s degree in strategic studies from the U. S. Army War College. Tim’s major awards include the Legion of Merit, Bronze Star and Meritorious Service Medals.
